The aim of this two-year project is to provide a comprehensive, evidence-based framework for determining the local fiscal outcomes of state policy choices. The initial stage focuses attention on the state laws and policies designed specifically to influence the fiscal behavior of local governments and will produce a web-based application that demonstrates the implications of changes in Michigan’s fiscal policy. The second stage will identify, catalog, and assess the revenue-limiting or revenue-enhancing implications of state policies not traditionally considered part of fiscal policy. The research employs a 50-state, multi-method, comparative approach.
