This project, which examines how the layering of tax and expenditure limits have affected local fiscal sustainability and administrative capacity, is being completed as a Fellowship for Research on Preemption Impacts on Cities and Towns, sponsored by the National League of Cities and Urban Affairs Association, and supported by the Robert Wood Johnson Foundation.
